Mailing procedures

Make sure all incoming U.S. mail is addressed to DPPEA’s 1639 Mail Service Center address. All division mail comes through the Mail Service Center. UPS and FedEx can be delivered to our street address.The Mail Service Center provides mail services to and from state agencies in the most cost-effective manner.

Services offered by MSC include:
  • 1st Class US Mail; Pick-up and Delivery
  • Courier Mail; Pick-up and Delivery
  • Agency Mail; Pick-up and Delivery
  • UPS Air and Ground; Pickup and Delivery
Addressing mail correctly:
Interoffice mail within Raleigh area:
Only use inter-office envelopes when sending from Raleigh to Raleigh.
Address as follows:
  • A person's name
  • The division or section's name (no abbreviations)
  • The correct Mail Service Center Number (see searching for MSC codes below)
Outgoing Courier Mail (Agency to Agency outside Raleigh area):
  • A person’s name
  • The state agency name
  • The city
  • The Courrier code (see searching for Courier codes below)
MSC and Courier codes can be searched for at: http://www.doa.nc.gov/msc/listings.aspx.

USPS mail:
U.S. mail should be clipped to or rubber banded with a regular or time-sensitive mail form (see below).
  • The postal service prefers mail to be addressed in all caps with no punctuation, except the dash in the 9-digit ZIP code.
  • Incorrectly addressed mail will be returned by MSC to be corrected.
  • ZIP code lookup found at: http://zip4.usps.com/zip4/welcome.jsp.
  • If you address international mail, the country name goes under the region line.
  • All USPS mail and the N.C. Mail Service Center now require a machine printed label - NOT HANDWRITTEN.
Regular mail form: This form is required in order to bill our division and no mail will be sent without being billed.
  • This form will be attached to each bundle of outgoing regular mail, EXCEPT for Interbuilding, which is not billed.
  • *Mail should be sorted and bundled by Interoffice, Courier, USPS and Interbuilding, for those buildings with the resort/redelivery service.
  • If you are mailing business #10 envelopes and flats in any category, they will have to be bundled separately.
  • Bundles must be secured by rubber bands to ensure that the mailing form and any pieces do not become separated in shipment.
  • This form may be photocopied on white paper. An original barcode must be on the page copied in order to assure sharp quality for the scanners to read.
Time sensitive mail form: This is required in order to bill our division and no mail will be sent without being billed.
  • This is used for certified, international, payroll, required time specific mailings covered by the general statutes, items requiring proof of mailing and emergency deadline notifications. It is also used for items prepared early and embargoed until a certain date.
  • Time sensitive mail should be bundled with the division mail as indicated above.
  • This form may be photocopied on pink paper. An original barcode must be on the page copied in order to assure sharp quality for the scanners to read.
Personal Mail
No personal mail is to be sent or received through the N.C. Mail Service Center. No personal items are to be received at DENR facilities, including catalog merchandise.

Federal Express
  • Be sure to list the physical (not Post Office Box) delivery address.
  • Supplies are in the closet across from the ladies’ room.
  • You must call before 4 p.m. to have in office pick-up before 5 p.m. closing.
  • The Federal Express box at the southeast corner of the Parker Lincoln Building is picked up at 7 p.m.
  • The Federal Express Center for Raleigh is about 1 mile from the Parker Lincoln Building on Atlantic Ave.
  • Managers approve all outgoing Federal Express shipments by initialing the invoice.
