Introduction
Within the United States federal government, including the United States Air Force (USAF) and the Department of Defense (DoD), many organizations and resources are available to support Air Force environmental programs and personnel. These support organizations perform activities ranging from field-testing the effectiveness of new remedial techniques and researching suitable alternatives to aircraft coating systems. These support resources offer information, publications, and other technical documents pertinent to all aspects of environmental conservation, remediation, compliance, and pollution prevention. Air Force environmental programs and environmental managers can benefit greatly by making frequent use of the environmental support resources referenced in this fact sheet.

As with any such collection of references and information sources, this fact sheet is not all-inclusive and is able to provide information on only a select group of federal government organizations. The resources featured in this publication were chosen based on the ready availability of information directly applicable to tasks performed by base level environmental personnel. These sources are also used frequently by PRO-ACT in research activities on behalf of its Air Force customers. State agencies and other non-governmental sources of environmental information are not included in this fact sheet; however, readers interested in locating other such resources should feel free to contact PRO-ACT for assistance.

For each selected Air Force organization, this Fact Sheet provides the following information:

  • Mission and structure of the organization;
  • Types of information, guidance, or assistance that can be expected; and
  • Contact information including World Wide Web (WWW) site address, when available.
For other federal government organizations, this Fact Sheet provides only a brief description of the types of assistance that can be expected, as well as contact information including WWW site addresses. Federal government organizations and agencies strive to provide as much information as possible to the public, and Air Force environmental personnel will benefit from becoming familiar with the resources these organizations provide over the Internet.

This fact sheet is designed to be a "ready-reference guide" and the format is unlike other PRO-ACT Fact Sheets. Rather than presenting lengthy narratives on each organization, basic descriptive and contact information is provided in abbreviated form.


Air Force Resources
Headquarters Air Force Civil Engineer Support Agency (HQ AFCESA)
Mission
The Air Force Civil Engineer Support Agency provides the best tools, practices, and professional support to maximize Air Force civil engineer capabilities in base and contingency operations.

Organization and Services
AFCESA's five directorates provide products and services in the areas of readiness; training; vehicles and equipment; management practices; automation support; technical support; and research, development, and acquisition consultation.

Contingency Support Directorate (HQ AFCESA/CEX) ensures all Air Force civil engineer personnel are trained and equipped to deploy anywhere in the world in case of war or peacetime emergencies. CEX is comprised of three divisions: 1) Readiness; 2) Explosive Ordnance Disposal; and 3) Fire Protection.

Technical Support Directorate (HQ AFCESA/CES) establishes standards and criteria for life-cycle planning, programming, design, construction, operation, maintenance, repair and revitalization of base infrastructure. CES is staffed with civil, electrical, and mechanical engineering experts. Air Force environmental engineers and managers will likely call on CES expertise more often than other AFCESA directorates. CES provides expertise, support, and assistance in a wide range of technical areas including airfields, corrosion control, cost engineering, crash fire rescue, design and construction, facility energy, utility rates, pavements, pest management, petroleum/oils/lubricants, plumbing, and water/wastewater systems. CES also distributes useful procedural memorandums, engineering technical letters, and technical data bulletins.

Field Support Directorate (HQ AFCESA/CEM) (also known as the Civil Engineer Maintenance, Inspection, and Repair Team or CEMIRT) supports base civil engineering units throughout the Air Force with deployable technicians from Tyndall AFB, FL, Dover AFB, DE, and Travis AFB, CA. The team's highly trained technicians provide intermediate- and depot-level repair support for power generation, electrical distribution, and aircraft arresting systems. They also provide technical support for heating, ventilating, and air conditioning (HVAC) systems and can provide assistance with indoor air quality and Environmental Protection Agency (EPA) compliance issues.

Operations Support Directorate (HQ AFCESA/CEO) increases base civil engineer capabilities through enhanced management practices, systems automation, training systems, and expert contracting consultation. CEO is comprised of four divisions: 1) Management and Logistics; 2) Systems Automation; 3) Training; and 4) Contract Support. CEO has developed "How To" pamphlets for each Civil Engineering Flight, installed Local Area Networks worldwide, produced career field education and training plans, and created tools and guides to facilitate outsourcing and privatization efforts.

Executive Support Staff (HQ AFCESA/ES) publishes The Civil Engineer, a quarterly periodical that serves as the Air Force Civil Engineer's primary avenue of communication with the field and a place where engineers can exchange ideas on how to work smarter and more efficiently. ES also publishes A-GRAMS, one page fact sheets advertising AFCESA's newest products, tools and services. ES staff provide computer, graphic, administration and public affairs support for AFCESA, and also maintain the history of the Air Force Civil Engineer.

Headquarters Air Force Center for Environmental Excellence (HQ AFCEE)
Mission
To provide Air Force leaders with expert assistance and support services required to protect, preserve, restore, develop, and sustain Air Force environmental and installation resources throughout the world.

Organization and Services
HQ AFCEE is comprised of over 400 in-house technical, scientific, and essential support staff. HQ AFCEE provides its customers with a complete range of environmental, architectural and landscape design, and planning and construction management services and products. HQ AFCEE's four product directorates and its regional environmental offices are described below.

Environmental Restoration Directorate (HQ AFCEE/ER) offers the entire spectrum of cradle-to-grave remediation capabilities, from preliminary assessment/site investigation to remedial action and site closeout. ER customers include active and closure installations around the world. ER is comprised of the Base Closure Division (HQ AFCEE/ERB), the Consultant Operations Division (HQ AFCEE/ERC), the Environmental Restoration Division (HQ AFCEE/ERD), and the Technology Transfer Division (HQ AFCEE/ERT). Environmental Conservation and Planning Directorate (HQ AFCEE/EC) consists of a multidisciplinary staff including engineers, planners, geologists, economists, foresters, wildlife biologists, archaeologists, range-management specialists, and experts in other disciplines. EC serves as the center of expertise for the Environmental Impact Analysis Process (EIAP), Environmental Impact Statement (EIS), and Environmental Assessments (EA) for active and closure bases. EC consists of the Environmental Analysis Division (HQ AFCEE/ECA), the Comprehensive Planning Division (HQ AFCEE/ECC), the Environmental Planning Division (HQ AFCEE/ECP), and the Resource Conservation Division (HQ AFCEE/ECR). Environmental Quality Directorate (HQ AFCEE/EQ) offers a full range of services, products, and guidance to assist Air Force commanders with management of environmental activities at installations and in weapon systems. EQ is the Air Force center of expertise for pollution prevention, waste reduction, and recycling. EQ offers contractual and technical assistance with overseas environmental compliance, as well as developing and maintaining protocols for the AF Environmental Compliance Assessment Management Program (ECAMP). EQ also sponsors environmental support services such as the PRO-ACT Environmental Information Clearinghouse, the AF-EMIS Computerized Pharmacy System, Opportunity Assessment Workshops, Pollution Prevention Technology Transfer, and the Annual Joint-Service Pollution Prevention Conference. Within EQ are the Program Assistance Division (HQ AFCEE/EQP), which provides support for environmental projects and initiatives, and the Technical Support Division (HQ AFCEE/EQT), which can help with the development of pollution prevention solutions to achieve compliance. Design and Construction Directorate (HQ AFCEE/DC) formulates and executes sound design and construction management principles. DC serves as the functional center of expertise for architecture, interior design, landscape architecture and computer-aided drafting & design (CADD), and geographical information systems (GIS). DC is comprised of the Housing Division (HQ AFCEE/DCH), the Design Group Division (HQ AFCEE/DCD), and the Medical Division (HQ AFCEE/DCM). Air Force Institute of Environmental, Safety, & Occupational Health Risk Analysis (AFIERA)
Mission
AFIERA enhances mission effectiveness, protects human health, improves readiness, and reduces costs through the assessment and management of risks to human health and safety, operational performance, and the environment.

Organization and Services
The AFIERA work force is a diverse and interdisciplinary group of chemists, toxicologists, public health practitioners, medical doctors, civil engineers, and bioenvironmental engineers. AFIERA works in partnership with several organizations, including HQ AFCEE, the Air Force Safety Center, three Texas universities, the EPA, the Centers for Disease Control & Prevention, and other comparable Army, Navy, and Marine Corps agencies.

AFIERA is comprised of three directorates: Surveillance (SD), Risk Analysis (RS), and Operations (DO). Within SD, the Chemistry Division (AFIERA/SDC) collects occupational and environmental air, water, food, soil, and hazardous waste samples and performs laboratory analyses for purposes of determining regulatory compliance and assessing human health risks. The Clinical Surveillance Division (AFIERA/SDE) provides laboratory services to support global disease surveillance, occupational medicine, and TRICARE. The Radiation Surveillance Division (AFIERA/SDR) measures occupational and environmental levels of radiation and evaluates personal exposures and doses, in addition to providing various other radiation exposure-related health and environmental services. The Drug Surveillance Division (AFIERA/SDT) conducts drug testing and screening. Within RS, the Environmental Analysis Division (AFIERA/RSE) focuses on threats to human health and the ecology due to environmental hazards in support of healthy environments at DoD facilities worldwide. The Health and Safety Division (AFIERA/RSH) focuses on the identification and prevention of threats to human health and safety due to occupational hazards. The Risk Assessment Division (AFIERA/RSR) analyzes environmental, safety, and health data to provide risk management options to protect personnel. Within DO, the Business Division (AFIERA/DOB) provides operational and facility support to AFIERA. The Information Systems Division (AFIERA/DOS) provides AFIERA with computer support, and the Task Response Division (AFIERA/DOT) coordinates customer inquiries with AFIERA subject matter experts. AFIERA's extension office in the Pacific Theater is known as Detachment 3, Kadena AB, Japan.

ESOH Yellow Pages
The Environmental, Safety, & Occupational Health (ESOH) Yellow Pages represents a partnership between three organizations: the Air Force Center for Environmental Excellence (AFCEE), the Air Force Safety Center (AFSC), and the newly formed Institute for ESOH Risk Analysis (AFIERA). It is a comprehensive guide of ESOH services and capabilities available to Air Force personnel. Users can easily identify experts in various professional areas of environment, safety, and occupational health. In some cases, there are multiple experts for the same technical specialty. Users should refer to the introductory material on each organization as a guide for which organization to contact first. Department of Defense (DoD) Resources
Defense Environmental Network & Information eXchange (DENIX)
The Defense Environmental Network & Information eXchange (DENIX) provides DoD personnel in the environmental security arena with timely access to environmental, legislative, compliance, restoration, cleanup, and DoD guidance information. DENIX serves as a central electronic "meeting place" where information can be exchanged among DoD environmental professionals worldwide. DENIX is currently maintained and operated by the United States Army Corps of Engineers Construction Engineering Research Laboratories (USACERL), with oversight and technical guidance provided by the Army Environmental Center (AEC).

DENIX offers access to information via four menus: public, DoD, state, and international. Air Force personnel are eligible to access all menus. A user login and password must be used to gain access to all areas except the public menu. Defense Logistics Agency (DLA)
The Defense Logistics Agency (DLA) provides supply support, contract administration services, and technical and logistics services to all branches of the military, as well as to several civilian agencies. It purchases and provides supplies to the military services and supports their acquisition of weapons and other materiel. More information about DLA is available at http://www.dla.mil.

Through its Defense Reutilization and Marketing Service (DRMS), DLA disposes of excess property received from the military services. DRMS manages the disposal of hazardous property (material or waste) for DoD activities. Defense Reutilization and Marketing Offices (DRMOs) provide safe, temporary storage of hazardous property during the disposal cycle. Special DRMS programs include the Resource, Recovery, and Recycling Program and the Precious Metals Recovery Program. DRMS also offers a strong environmental training program. New courses are continually being developed and cover a variety of topics such as PCBs, electronic scrap, and environmental compliance.

The Hazardous Material Information System (HMIS), maintained by DLA, is a repository of Material Safety Data Sheets (MSDS), as well as transportation, label, and disposal information. The system assists federal government personnel who handle, store, transport, use, or dispose of hazardous materials. Information can be searched by a manufacturer's product identity (part number/trade name), national stock number (NSN) or local stock number (LSN), commercial and government entity (CAGE) code, company name, chemical abstract services (CAS) number, or contract number. U.S. General Services Administration Federal Supply Service (GSA/FSS)
The U.S. General Services Administration Federal Supply Service (GSA/FSS) is the link to federal support in supply and procurement, fleet management, excess property disposal, and travel and transportation services.˙ GSA/FSS provides federal agencies billions of dollars worth of supplies and services each year. Products and services encompass everything from the sale of recycled paper products, paints and chemicals, ADP equipment, and vehicles to services including discounts for air travel, hotel/motel accommodations, plus an impressive fleet management system that currently provides vehicle services to 75 participating federal agencies. To enable federal agencies to meet their requirements under various environmental laws, regulations, Executive Orders, and other miscellaneous directives, GSA/FSS also offers many products through its supply system that have recycled content, are energy efficient and/or water saving, or have been reformulated to be less environmentally detrimental. U.S. Environmental Protection Agency (EPA)
The mission of the U.S. Environmental Protection Agency (EPA) is to protect human health and safeguard the natural environment (air, water, and land) upon which life depends. EPA ensures that all Americans are protected from significant risks to human health and environment where they live, learn, and work by enacting and enforcing federal environmental regulations. EPA is a large and complex government agency with tremendous statutory and rulemaking power. The EPA is also the repository of a tremendous amount of on-line environmental, regulatory, and technical information. One way to access valuable EPA resources, such as new regulations or guidance, is to become familiar with EPA's WWW site.

U.S. Department of Energy (DOE)
The Department of Energy (DOE) is a leading science and technology agency whose research supports our nation's energy security, national security, and environmental quality, and contributes to a better quality of life for all Americans. The Department of Energy has important responsibilities related to national security, science & technology, energy supplies, and cleanup of nuclear weapon production sites.

The DOE Environmental Management Program offers access to high quality training through its National Environmental Training Office (NETO). The NETO mission is to strengthen and maintain the technical environmental management skills and abilities of DOE federal and contractor employees through a national, integrated training program. Defense Technical Information Center (DTIC)
As an element of the Defense Information Systems Agency (DISA), the Defense Technical Information Center (DTIC) facilitates the exchange of scientific and technical information in support of the management and conduct of Defense research, development, and acquisition efforts. National Technical Information Service (NTIS)
The U.S. Department of Commerce's National Technical Information Service (NTIS) is the official source for government-sponsored U.S. and worldwide scientific, technical, engineering, and business-related information. NTIS products and services are available on a fee-for-service basis.

The NTIS collection includes nearly 3 million titles including business and management studies, international marketing reports, materials and chemical science data, technology innovations, and training tools. NTIS gathers these titles from more than 200 U.S. government agencies including the DoD, EPA, the Department of Health and Human Services, the Department of Housing and Urban Development, and the Department of Interior. Air Force environmental professionals can search the NTIS WWW site that includes references to more than 370,000 technical publications, datafiles, CD-ROMs, and audiovisual material added to the collection within the last 10 years. U.S. EPA Online Library System (OLS)
The Online Library System (OLS) for the U.S. EPA Library Network consists of several related databases that can be used to locate books, reports, and articles on a variety of environmental topics. The material available through OLS is updated every two weeks, and may be searched in many ways including by title, author, and keyword.

The National Catalog, which is the most popular OLS database, contains the holdings for most of the 28 EPA regional libraries and laboratories. The National Catalog also has holdings for the EPA documents available through NTIS. OLS can also search and display NTIS abstracts. Air Force environmental professionals can borrow documents from EPA libraries via interlibrary loan requests through local base or public libraries. FedLaw
FedLaw is a product of a GSA study on how to reduce overhead in the GSA Office of the General Counsel. It is a selected group of internet-accessible legal resources. These resources include federal laws, rules, and regulations; federal judicial decisions; some state laws; arbitration and mediation; and general research and reference sources. Air Force environmental professionals can access environmental law information through the Topical and Title Index. FedLaw can be accessed and searched at the address: http://www.legal.gsa.gov/.

National Archives and Records Administration
The National Archives and Records Administration's (NARA) Office of the Federal Register (OFR) provides ready Internet access to federal regulations. Air Force environmental personnel can access electronic copies of the Federal Register and the Code of Federal Regulations (CFR) online at the address: http://www.access.gpo.gov/nara/. This page provides links to the most current versions of the CFR and Federal Registers published from 1994 to the present.

U.S. House of Representatives Internet Law Library
The Internet Law Library provides a full-text searchable copy of the United States Code (U.S.C.) as well as federal, state and territorial laws. Federal laws are accessible by original published source as well as by agency. The Internet Law Library is available at the address: http://law.house.gov/.
