Introduction Within the United States federal government, including the United States Air Force (USAF) and the Department of Defense (DoD), many organizations and resources are available to support Air Force environmental programs and personnel. These support organizations perform activities ranging from field-testing the effectiveness of new remedial techniques and researching suitable alternatives to aircraft coating systems. These support resources offer information, publications, and other technical documents pertinent to all aspects of environmental conservation, remediation, compliance, and pollution prevention. Air Force environmental programs and environmental managers can benefit greatly by making frequent use of the environmental support resources referenced in this fact sheet. As with any such collection of references and information sources, this fact sheet is not all-inclusive and is able to provide information on only a select group of federal government organizations. The resources featured in this publication were chosen based on the ready availability of information directly applicable to tasks performed by base level environmental personnel. These sources are also used frequently by PRO-ACT in research activities on behalf of its Air Force customers. State agencies and other non-governmental sources of environmental information are not included in this fact sheet; however, readers interested in locating other such resources should feel free to contact PRO-ACT for assistance. This fact sheet is designed to be a "ready-reference guide" and the format is unlike other PRO-ACT Fact Sheets. Rather than presenting lengthy narratives on each organization, basic descriptive and contact information is provided in abbreviated form. Air Force Resources Headquarters Air Force Civil Engineer Support Agency (HQ AFCESA) Mission The Air Force Civil Engineer Support Agency provides the best tools, practices, and professional support to maximize Air Force civil engineer capabilities in base and contingency operations.
Organization and Services Contingency Support Directorate (HQ AFCESA/CEX) ensures all Air Force civil engineer personnel are trained and equipped to deploy anywhere in the world in case of war or peacetime emergencies. CEX is comprised of three divisions: 1) Readiness; 2) Explosive Ordnance Disposal; and 3) Fire Protection. Technical Support Directorate (HQ AFCESA/CES) establishes standards and criteria for life-cycle planning, programming, design, construction, operation, maintenance, repair and revitalization of base infrastructure. CES is staffed with civil, electrical, and mechanical engineering experts. Air Force environmental engineers and managers will likely call on CES expertise more often than other AFCESA directorates. CES provides expertise, support, and assistance in a wide range of technical areas including airfields, corrosion control, cost engineering, crash fire rescue, design and construction, facility energy, utility rates, pavements, pest management, petroleum/oils/lubricants, plumbing, and water/wastewater systems. CES also distributes useful procedural memorandums, engineering technical letters, and technical data bulletins. Field Support Directorate (HQ AFCESA/CEM) (also known as the Civil Engineer Maintenance, Inspection, and Repair Team or CEMIRT) supports base civil engineering units throughout the Air Force with deployable technicians from Tyndall AFB, FL, Dover AFB, DE, and Travis AFB, CA. The team's highly trained technicians provide intermediate- and depot-level repair support for power generation, electrical distribution, and aircraft arresting systems. They also provide technical support for heating, ventilating, and air conditioning (HVAC) systems and can provide assistance with indoor air quality and Environmental Protection Agency (EPA) compliance issues. Operations Support Directorate (HQ AFCESA/CEO) increases base civil engineer capabilities through enhanced management practices, systems automation, training systems, and expert contracting consultation. CEO is comprised of four divisions: 1) Management and Logistics; 2) Systems Automation; 3) Training; and 4) Contract Support. CEO has developed "How To" pamphlets for each Civil Engineering Flight, installed Local Area Networks worldwide, produced career field education and training plans, and created tools and guides to facilitate outsourcing and privatization efforts. Executive Support Staff (HQ AFCESA/ES) publishes The Civil Engineer, a quarterly periodical that serves as the Air Force Civil Engineer's primary avenue of communication with the field and a place where engineers can exchange ideas on how to work smarter and more efficiently. ES also publishes A-GRAMS, one page fact sheets advertising AFCESA's newest products, tools and services. ES staff provide computer, graphic, administration and public affairs support for AFCESA, and also maintain the history of the Air Force Civil Engineer.

Organization and Services
Environmental Restoration Directorate (HQ AFCEE/ER) offers the entire spectrum of cradle-to-grave remediation capabilities, from preliminary assessment/site investigation to remedial action and site closeout. ER customers include active and closure installations around the world. ER is comprised of the Base Closure Division (HQ AFCEE/ERB), the Consultant Operations Division (HQ AFCEE/ERC), the Environmental Restoration Division (HQ AFCEE/ERD), and the Technology Transfer Division (HQ AFCEE/ERT). Environmental Conservation and Planning Directorate (HQ AFCEE/EC) consists of a multidisciplinary staff including engineers, planners, geologists, economists, foresters, wildlife biologists, archaeologists, range-management specialists, and experts in other disciplines. EC serves as the center of expertise for the Environmental Impact Analysis Process (EIAP), Environmental Impact Statement (EIS), and Environmental Assessments (EA) for active and closure bases. EC consists of the Environmental Analysis Division (HQ AFCEE/ECA), the Comprehensive Planning Division (HQ AFCEE/ECC), the Environmental Planning Division (HQ AFCEE/ECP), and the Resource Conservation Division (HQ AFCEE/ECR). Environmental Quality Directorate (HQ AFCEE/EQ) offers a full range of services, products, and guidance to assist Air Force commanders with management of environmental activities at installations and in weapon systems. EQ is the Air Force center of expertise for pollution prevention, waste reduction, and recycling. EQ offers contractual and technical assistance with overseas environmental compliance, as well as developing and maintaining protocols for the AF Environmental Compliance Assessment Management Program (ECAMP). EQ also sponsors environmental support services such as the PRO-ACT Environmental Information Clearinghouse, the AF-EMIS Computerized Pharmacy System, Opportunity Assessment Workshops, Pollution Prevention Technology Transfer, and the Annual Joint-Service Pollution Prevention Conference. Within EQ are the Program Assistance Division (HQ AFCEE/EQP), which provides support for environmental projects and initiatives, and the Technical Support Division (HQ AFCEE/EQT), which can help with the development of pollution prevention solutions to achieve compliance. Design and Construction Directorate (HQ AFCEE/DC) formulates and executes sound design and construction management principles. DC serves as the functional center of expertise for architecture, interior design, landscape architecture and computer-aided drafting & design (CADD), and geographical information systems (GIS). DC is comprised of the Housing Division (HQ AFCEE/DCH), the Design Group Division (HQ AFCEE/DCD), and the Medical Division (HQ AFCEE/DCM). Air Force Institute of Environmental, Safety, & Occupational Health Risk Analysis (AFIERA)
Organization and Services
AFIERA is comprised of three directorates: Surveillance (SD), Risk Analysis (RS), and Operations (DO). Within SD, the Chemistry Division (AFIERA/SDC) collects occupational and environmental air, water, food, soil, and hazardous waste samples and performs laboratory analyses for purposes of determining regulatory compliance and assessing human health risks. The Clinical Surveillance Division (AFIERA/SDE) provides laboratory services to support global disease surveillance, occupational medicine, and TRICARE. The Radiation Surveillance Division (AFIERA/SDR) measures occupational and environmental levels of radiation and evaluates personal exposures and doses, in addition to providing various other radiation exposure-related health and environmental services. The Drug Surveillance Division (AFIERA/SDT) conducts drug testing and screening. Within RS, the Environmental Analysis Division (AFIERA/RSE) focuses on threats to human health and the ecology due to environmental hazards in support of healthy environments at DoD facilities worldwide. The Health and Safety Division (AFIERA/RSH) focuses on the identification and prevention of threats to human health and safety due to occupational hazards. The Risk Assessment Division (AFIERA/RSR) analyzes environmental, safety, and health data to provide risk management options to protect personnel. Within DO, the Business Division (AFIERA/DOB) provides operational and facility support to AFIERA. The Information Systems Division (AFIERA/DOS) provides AFIERA with computer support, and the Task Response Division (AFIERA/DOT) coordinates customer inquiries with AFIERA subject matter experts. DENIX offers access to information via four menus: public, DoD, state, and international. Air Force personnel are eligible to access all menus. A user login and password must be used to gain access to all areas except the public menu. Defense Logistics Agency (DLA)
Through its Defense Reutilization and Marketing Service (DRMS), DLA disposes of excess property received from the military services. DRMS manages the disposal of hazardous property (material or waste) for DoD activities. Defense Reutilization and Marketing Offices (DRMOs) provide safe, temporary storage of hazardous property during the disposal cycle. Special DRMS programs include the Resource, Recovery, and Recycling Program and the Precious Metals Recovery Program. DRMS also offers a strong environmental training program. New courses are continually being developed and cover a variety of topics such as PCBs, electronic scrap, and environmental compliance.

The Hazardous Material Information System (HMIS), maintained by DLA, is a repository of Material Safety Data Sheets (MSDS), as well as transportation, label, and disposal information. The system assists federal government personnel who handle, store, transport, use, or dispose of hazardous materials. Information can be searched by a manufacturer's product identity (part number/trade name), national stock number (NSN) or local stock number (LSN), commercial and government entity (CAGE) code, company name, chemical abstract services (CAS) number, or contract number. The NTIS collection includes nearly 3 million titles including business and management studies, international marketing reports, materials and chemical science data, technology innovations, and training tools. NTIS gathers these titles from more than 200 U.S. government agencies including the DoD, EPA, the Department of Health and Human Services, the Department of Housing and Urban Development, and the Department of Interior. U.S. EPA Online Library System (OLS)
The National Catalog, which is the most popular OLS database, contains the holdings for most of the 28 EPA regional libraries and laboratories. The National Catalog also has holdings for the EPA documents available through NTIS. OLS can also search and display NTIS abstracts.
